Toshiaki
FANToshiaki is not an artist bio. It is Futaba Nijiura's default name, reused as the guy who owns the PC in OS-tan comics. Know Your Meme records the further joke: an imaginary manga called Trouble Windows 'written by' Toshiaki Futaba (双葉利秋).
In that house setting the Windows girls are sisters who maintain the machine and also do chores. Nobody explained how they appeared. OSC notes the setting was temporary until it wasn't — enough people drew it that English wikis treat it as default continuity.
Later OS-tans do not have to live there. Distro-tans, +Nijiura+ Macs, Madobe mascots, and OS TAN do not report to Toshiaki. If a comic puts them in his kitchen anyway, that is pastiche.
