CE-tan is Windows CE. She is on the Vault's 2004 roster, which is enough to treat her as early Futaba-era, but she never had Me/XP-level consensus in English. TV Tropes' most repeated note is that she is a Dreamcast fangirl — a CE kernel variant was used in the Dreamcast BIOS.

Designs vary more than the 9x sisters. If an English page shows a single 'official CE-tan,' check whether it is OSC habit or one artist. Handheld / embedded personality is the software reading: small, portable, not the desktop household's center.
