Moe anthropomorphism (gijinka) is the broader habit: give an object, software, country, or warship a cute human form. OS-tan is one cluster with unusually tight visual consensus for something that never had a studio.

Related later waves English readers already know: Kantai Collection, Hetalia, console-tans, browser-tans, antivirus girls. Wired's 2007 mascot list noticed OS-tan specifically because the girls mapped onto products people already hated or loved. Know Your Meme files OS-tan under gijinka.

OSC's introduction reaches back to tsukumogami — tools that become spirits after a hundred years — which is a nice folkloric rhyme and not a causal explanation. Me-tan exists because Me crashed, and someone on Nijiura could draw.

Console-tans are the closest cousin. App-tans (Norton, McAfee, Firefox) were in the Vault early because you cannot tell an OS joke without the programs that live on it.
