CANON95-tan personifies Windows 95. The usual reading is a mature Yamato nadeshiko who already fought the Mac war of the 1990s and retired into the household. She knows the internet of her own era and does not know USB or later broadband habits. A katana stands in for Microsoft taking the PC market.
The kimono pattern is taken from hana256.bmp, the Japanese Windows 95 wallpaper. That is the kind of joke OS-tan is good at: the character wears the OS. A college-student Meiji/Taisho dress appears as a 'modernization' variant in some art. TV Tropes treats her as 95-tan vs Mac-tan sitcom arch-enemies; that is comic habit, not Vault law.
